As a retired Senior Environmental Scientist for the Bureau of Indian Affairs (BIA), Scott offers clients unparalleled "insider" guidance to navigate complex federal regulations, minimize liability, and accelerate approvals.
He specializes in guiding Tribal nations and developers through the intricate BIA Fee-to-Trust process. Throughout his career, Scott has conducted and served as the final reviewing authority for over 1,000 Phase I Environmental Site Assessments (ESAs). He is also a leading expert in high-stakes NEPA compliance, having successfully managed thousands of NEPA documents, including four major Gaming Environmental Impact Statements (EIS). By combining his deep technical background with decades of regulatory leadership, Scott ensures projects move forward smoothly and compliantly.
